Course Description

This is a two-day, 16-hour, management-level course designed to help participants understand the components used when planning for security at events conducted in small, rural, and remote communities. These modules will cover event security planning components, creating a written security plan, conducting risk assessments using the THIRA approach, information and intelligence analysis, event security logistics and staffing considerations, Incident Command and the role of the Public Information Officer, media relations, and best practices for security briefings. 

Course Objectives

Module 1:

At the conclusion of this module, participants will be able to state the course purpose, goals and objectives, explain how first responders and community stakeholders need to work collaboratively in event security planning. 

Module 2:

At the conclusion of this module, participants will be able to determine the benefits of developing a well-organized, thorough security plan. Participants will also be able to outline the key components of event security planning as well as local stakeholders that should be involved in the overall planning process.

Module 3:

At the conclusion of this module, participants will be able to identify and manage risks associated with a planned event. They will use a comprehensive assessment process to evaluate threats/hazards, vulnerabilities and impact/consequences.

Module 4:

At the conclusion of this module, participants will be able to explain why gathering and analyzing information and intelligence prior to an event is a key element of security planning. They will also be able compare the categories of intelligence, the six phases of the intelligence cycle, and identify information sources available to prevent and mitigate threats and risks.

Module 5:

Upon completion of this module, participants will be able to explain common security activities for planned events, and identify planning considerations for each type of activity and types of plans and procedures that should be addressed in the security plan.

Module 6:

Upon completion of this module, participants will be able to determine the need for staffing and additional resources (e.g., equipment, vehicles, event management software, etc.) to accomplish critical security tasks at their local planned events. Participants will also be able to evaluate options for acquiring internal and external resources regarding key logistical components.

Module 7:

Upon completion of this module, participants will be able to explain the benefits of using ICS in event security planning and operations. They will also be able to describe the responsibilities of the PIO including how social media can be used to disseminate both general and security related information to the public, before and during an event.  

Module 8:

Upon completion of this module, participants will be able to explain the importance of having a written security plan for planned events. They will also be able to list some basic sections of a plan, and the types of information to include within each. Finally, participants will be able to identify the local community stakeholders they should include on their briefing teams.

Module 9:

Participants will act as part of an event security committee and will be able to analyze situational and security requirements to formulate an event security plan and provide a briefing on the plan based on a given scenario.

Prerequisites

Participants must be U.S. citizens. Foreign nationals may apply to DHS to attend on a case-by-case basis. Prior to attending this course, it is recommended (NOT required) that prospective participants complete the courses listed below:
